replace shortcut with one to iexplore directly

Replace the '.url' shortcut with a new one.
Select from the menu: File > New > Shortcut
This will show you the dialog to create a proper '.lnk' shortcut.
Select the Internet Explorer executable, normally it's located here:
C:\Program Files\Internet Explorer\iexplore.exe
Name the shortcut, and open it's properties.
In the Target field, add a space and the URL of the website.
Also change the 'Run: Maximized' setting if desired.
